DEPARTMENT/COUNTRY PROGRAM DESCRIPTION/MISSION
Operational in Southern Sudan since 1994, ARC implements a multi-sectoral program that includes water and sanitation, primary and reproductive health care, HIV/AIDS and gender based violence prevention and response, and activities geared towards creating economic opportunities for returning populations.
ARC’s South Sudan Gender Based Violence (GBV) program aims to strengthen the quality and accessibility of services for survivors of GBV and reduce incidence of GBV through creative participatory community change activities. ARC is currently implementing GBV prevention and response programming in 8 program sites throughout South Sudan, as well as leading national coordination and advocacy efforts.
PRIMARY PURPOSE OF THE POSITION
The GBV Program Officer would lead a team of GBV project staff to effectively implement GBV prevention and response activities in Northern Bahr El Ghazal State.
PRIMARY DUTIES/RESPONSIBILITIES
Program Management, Development, Monitoring and Evaluation • Utilize ARC’s GBV program tools and approach developed for GBV programming in South Sudan • Develop a technically sound program work plan and activities consistent with the goals and objectives of the program in coordination with the GBV Program Coordinator.
• Provide training, mentoring and support to local multisectoral response partners in order to strengthen local capacity and sustainability to provide response services • Supervise a pilot Women’s Center project providing psychosocial support to survivors of GBV including case management, referral, livelihood and functional literacy activities • Pilot an emergency response model with support and oversight from ARC’s technical team • Lead oversight and monitoring of GBV project activities • Assess and address quality of care and access issues for women and girls. • Compile monthly data using GBV Information Management System • Submit timely technical monthly reports in provided format to GBV Program Coordinator
Coordination & Advocacy • Promote a positive profile of the program and good understanding among other sectors, partners and communities about the program.
• Ensure ARC co-facilitates and actively participates in GBV subcluster/Protection Cluster in NBeG State • Lead operationalization of NBeG Standard Operating Procedures and referral pathway • Develop and maintain strong working relationships with all stakeholders – including government ministries, community leaders, NGOs, UN agencies, and community based organizations to enhance multi-agency and multi-sectoral cooperation and coordination.
Financial Management • Manage GBV program budget in Aweil to maintain program expenditure within budget parameters. • Utilize financial planning tools such as spending plans, procurement plans, work plans based on activities and budgets.
Human Resource Management • Facilitate training for ARC’s NBeG GBV team and CBO partners on GBV prevention and response strategies • Monitor staff performance and develop staff capacity building plans in coordination with staff. • Provide leadership and support to ensure staff well-being, i.e., monitor and manage stress management by providing regular opportunities for staff debriefing to address secondary trauma, etc.
EDUCATION, TECHNICAL SKILLS & KNOWLEDGE REQUIRED
  1. Masters Degree in Social Work, Public Health, International Human Rights, Law or other related field.
  2. 2 years experience working on a Protection or GBV prevention project in conflict affected region.
  3. Experience leading emergency response projects addressing GBV prevention and response.
  4. Experience running a women’s center providing psychosocial support to survivors of GBV.
  5. Awareness and knowledge of GBV international best practices including IASC GBV Guidelines, SOPs, IMS and Coordinator Handbook.
  6. Excellent facilitation, training and research skills.
  7. Diplomacy and assertiveness; the ability to confront and discuss sensitive issues with respect.
  8. Good communication skills, with good spoken and written English. Arabic an advantage.
  9. Excellent report writing, research documentation and presentation skills.
  10. Demonstrated experience of monitoring and evaluating projects.
  11. Familiar with the issues and cultures in South Sudan; and ability to interact with people at all levels, individually and/or in groups.
  12. Ability to work independently in low resource context.
