Country Health Director Opportunity in South Sudan

Position: Country Health Director

Responsible To: Country Director

Working With: Finance and Administration Manager & Logistician

Location: Republic of South Sudan, based in Juba

Start Date: ASAP

Duration: 24 Months

Salary: £41,100 - £41,850 per annum (dependant on relevant experience), inclusive of annual Cost of Living Allowance Benefits: Insurance cover, accommodation, R&R, additional return flights, and annual leave entitlement of 24 days per annum rising to 30 days at the completion of 12 months of continuous employment with Merlin.

Each year, Merlin helps more than 15 million people in up to 20 countries.

Context and Background

The goal of Merlin projects in Sudan is to address humanitarian health needs through supporting essential primary and referral level health care interventions, increasing capacity of local health structures to deliver effective and quality health care services. Currently, Merlin supports three hospitals and a wide network of primary health care facilities in Pibor, Khorfulus, Magwi and Torit counties in South Sudan.

Main purpose of the role

To provide strategic and technical leadership to ensure the effective development, implementation and monitoring of quality health programmes in South Sudan.

Overall Objectives (scope)  Provide leadership and management to the programme in South Sudan Ensure the effective implementation, monitoring and evaluation of Merlin health programming in line with approved program proposals and budgets. Contribute to the overall planning and strategic direction of Merlin’s program in South Sudan. Provide technical support to the South Sudan program Represent Merlin to national authorities, international donors, international organisations and other NGOs at the national level

Strategy  Provide information for the development of the country strategy Develop departmental annual plan in line with the country strategy and key objectives To lead on the achievement of all technical objectives in the country strategy Report 1/4ly on progress in annual plan implementation Develop key strategy documents for technical programme implementation covering all aspects of health programming

Country Management Team Participate in Country Management Team in programme development, country strategy development and Work with CMT, under the leadership of the Country Director, to ensure the security of the team Work with CMT to identify new programming opportunities for Merlin in S Sudan

Representation and Coordination

Co-ordination and representation with the MoH to ensure all project activities are carried out with their agreement and participation. Ensure that the MoH receive relevant regular activity reports and statistics. Co-ordination and representation with UN agencies and other NGOs to avoid project activity overlap whilst sufficiently addressing the full needs of the communities. Represent Merlin and the program with donors

Health Program Leadership and Management Ensure the technical quality of the programme Co-ordination of the medical activities within the project in close collaboration with the other members of the Merlin medical team and local health care providers to ensure objectives are achieved. Lead the development and implementation of medical activities, day to day activities and long term strategy for Merlin, including changes of project direction or priorities in collaboration with the Merlin Country Manager. Preparation and writing of donor proposals and reports in collaboration with the team. Implememt and or prepare the project medical protocols and data collection forms in collaboration with MoH representatives and ensure the team is fully conversant with and trained in the same. Set up strong MIS systems at each level within the programme. Prepare monthly medical activity reports for inclusion in the monthly sitrep. Constant assessment of the medical needs of the community and guiding of activities in response to their needs. Ensure staff technical development and training as per needs at both facility level and core team level Encourage community participation in health activities to ensure the long term ownership and effectiveness of the programme.

Responsible for timely preparation and approval of all medical orders. Design of departmental structure to ensure cost effective and efficient implementation of health activities Performance management of staff Technical monitoring and support to field staff Induction of new staff Representation of the department in SMT and CMT meetings To ensure country programme compliance with MoH policies and procedures To submit monthly and other technical reports to HO in accordance with requirements Policies and Procedures Accountable for the implementation of Health and programming policies and procedures throughout the country programme

Grant Management To be familiar with donor compliance requirements and ensure adherence with technical health programming requirements To lead or review and provide input to proposal development for new projects To provide final in country technical approval for any submitted proposals To review donor reports ensuring appropriate representation of health data and statistical analysis To provide final in country technical approval of any donor reports To provide guidance to the SHCs on the technical implementation of all grants and support in addressing identified areas of underperformance To lead in lessons sharing of technical best practice between country programmes To provide frameworks for reporting and presentation of technical data for analysis and action To provide technical advice and leadership on management of all health activities

HR Management In consultation with the Country Director, recruitment and supervision of Merlin national medical staff and delegation of responsibilities, identify and organize relevant training. Staff Health Responsible for international staff health.

Essential

Qualifications, experience and competences Qualified Health professional with Masters in Public Health or Medical Doctor with sufficient post qualification experience ideally in tropical medicine Clear vision, analysis and synthesis skills Merlin Job Description 4

 Significant experience of health programming in developing countries and in difficult environments Excellent management and personnel skills to enable the motivation, encouragement and participation of the Merlin medical team, Willing to build local capacity Ability and flexibility to understand the cultural and political environment. Flexibility towards treatment protocols but adherence to MoH or WHO guidelines, ability to incorporate advice from the medical team when developing the same. Ability to manage the medical team from a distance. Ability to assess medical conditions quickly and calmly under pressure as required. Experience of representation at national and local levels. Experience in epidemiological analysis.

Experience in conducting assessments, programme development and proposal writing Experience in Monitoring and Evaluation Diplomatic (for working with authorities) Ability to work in climatic extremes and in areas of conflict. Strong communication skills, with excellent written and spoken English Confident and proficient in the use of MS Office Experience of establishing strong working relationships with colleagues from different functions and cultures Experience of a flexible approach to managing and prioritizing a high workload and multiple tasks in a fast paced environment with tight deadlines Experience of proactively identifying and addressing issues An understanding of and commitment to Merlin’s mission and values

Qualifications, experience and competences Previous experience within a humanitarian aid Previous experience of working on a an HIV/AIDS programme and coordinating of a technical team Clinical experience, particularly in infectious diseases in developing country context (particularly in Africa) and in general medicine (for expat health) Experience with the management of tropical diseases Experience and / or qualification in one or more of the following settings: working with IDPs, in camp or host community settings reproductive health, Sexual and Gender Based Violence child health
